The text on a plaque on downtown's Mississippi Valley Trust Building contains this sentence: "Francis was the only person to serve as both Mayor of St. Louis and Governor of Missouri."
This is David Francis, of course. At least, I hope so.

Yes, it is true. Read Lion of the Valley by James Neal Primm for reference. Francis also was the key organizer of the St. Louis World's Fair. There is a Francis Field names after him at Washington U.
There's also a great park in St. Louis Hills built on land donated for the purpose by Mayor Francis.
